Access and Regulation

Overview

Queensland Rail Limited achieved legal separation from QR Limited on 1 July 2010 and commenced operation as a new Government Owned Corporation (GOC).

Queensland Rail Limited operates the inner-city and long-distance passenger services, owns approximately 8000km of track and provides below rail access to 3rd party rail operators.

The negotiation and management of access requests related to the Queensland Rail network and its associated infrastructure (excluding Aurizon territory) are handled by the Commercial Team in the Access and Business Strategy Group. Rail operators and other access seekers interested in accessing the rail network are required to negotiate most aspects of their proposed operations through the Access and Business Strategy Group.  For more information on how to gain access to Queensland Rail’s network, please visit the Access page.

The access process is governed by the Access Undertaking submitted by QR Network (QR Network’s Access Undertaking (2008) June 2010) which was approved by the Queensland Competition Authority (QCA) in June 2010.

Queensland Rail is currently drafting a new Access Undertaking to replace the QR Network Access Undertaking due to expire on 30 June 2013.  For more details on the current and proposed Access Undertakings, please visit the Regulation page or click on the links below.
